Program for the Third HLF

The Third HLF will be made up of three complementary segments:
- Marketplace of Ideas
- Roundtable Meetings
- Ministerial-Level Meeting
Marketplace of Ideas
The Marketplace of Ideas will promote information sharing, cross-fertilization of knowledge and approaches, and learning among the HLF participants by showcasing good and innovative practices and lessons in aid
effectiveness. Countries and organizations will display posters and written materials that highlight their experience with harmonization,
alignment, and
managing for results actions to improve aid effectiveness.
Roundtable Meetings
Nine half-day Roundtables, most building on the work of international working groups, will provide participants an opportunity for in-depth discussion to facilitate and support work on aid effectiveness.
- Roundtable 1: Country
ownership - Roundtable 2: Alignment: use of country systems, untying aid, aid predictability
- Roundtable 3: Harmonization: rationalizing aid delivery, complementarity, division of labor
- Roundtable 4: Managing for results and development impact
- Roundtable 5:
Mutual
accountability - Roundtable 6: The role of civil society organizations in advancing aid effectiveness
- Roundtable 7: Aid effectiveness in fragile states and conflict situations
- Roundtable 8: Sectoral application of the Paris Declaration: health, education, infrastructure
- Roundtable 9: Implications of the new aid architecture for aid effectiveness: South-South partners, vertical funds
Volunteer cochairs representing donors and partner countries will develop the Roundtables. As cochairs are identified and their responsibilities are defined, that information will be posted here.
Ministerial-Level Meeting
The Third HLF will conclude with high-level discussions and negotiation around key issues, culminating in the endorsement of a ministerial statement—the Accra Agenda for Action —that aims to deepen implementation of the Paris Declaration.
