A: Fully evaluate and deepen the Paris and Accra commitments through reforms based on democratic ownership
The Fourth High Level Forum on Aid Effectiveness was one of the high points of the long advocacy of civil society to promote development effectiveness. More than 300 CSO representatives from different regions, representing sectors and themes, showcased their diverse areas of expertise and made their strong presence felt throughout the HLF-4. CSOs participated in the negotiations of the Busan Outcome Document, co-organized official thematic sessions, prepared mini-debates in the Knowledge and Innovation Space, and lobbied in the corridors of the Bexco Convention Center. We all heard the strong messages of Antonio Tujan and Emele Duituturaga, BetterAid Co-Chair and Open Forum Co-chairs respectively, that the outcomes of the HLF-4 should reflect the priorities of developing countries and their people and called for the attention of governments on their duty to see to it that international commitments, especially those guaranteeing fundamental rights, are respected in both law and in practice. We learned that the new architecture, espoused by the key outcome of HLF - the Global Partnership for Effective Development, will be in transition on the first half of 2012. By the middle of this year, it is expected that the monitoring mechanism and operational plan of the Global Partnership will be in place.
What's Next After Busan?
During the last General Meeting of the Trade Union Development Cooperation Network (TUDCN), held in Florence on 12-14 December, a detailed trade union response to the Busan Partnership and HLF4 was developed, highlighting the successes but also the shortcomings of the process as well as the final document.
