The Progress since Paris report captures the results from the 2011 Survey on Monitoring the Paris Declaration, key findings from the Fragile States Principles Survey as well as evidence provided by members of the OECD Development Assistance Committees’ Working Party on Aid Effectiveness and its clusters and work-streams.

The final report to be released in September, BetterAid has submitted comments on the first draft. While the draft is well written, clear and coherent and overall seems to be in line with CSO evidence on the implementation of the Paris Declaration, civil society feels that important analysis is missing, in particular on ownership, transparency, country systems and mutual accountability. BetterAid therefore submits the following comments and suggestions for consideration.
